The rules for the Internet presence of Leipzig University were adopted by the Rectorate on 15 February 2002 with the approval of the Senate on 12 March 2002.
1 General
These rules apply to all web pages made publicly available at the address uni-leipzig.de.
The internet serves as an information and exchange medium directly for research, teaching and studies. At the same time, in order to present itself to the outside world, to improve internal cooperation and to meet the needs of those seeking information, the University of Leipzig aims to provide a comprehensive and up-to-date presentation of the University as a whole and its institutions such as faculties, central institutions, administration, student council, etc. on the Internet. This can only be guaranteed by the fact that the responsibility for setting up and maintaining the information lies with the individual institutions.
The information offered on the internet under the domain uni-leipzig.de is basically only for university purposes within the framework of the tasks from the Saxon Higher Education Act. The overall responsibility lies with the Rectorate.
2 Technical requirements, organisational approval, general rules
For the internet presentation, the University Computer Centre (URZ) centrally and other institutions provide the necessary server systems for their respective areas. The URZ must be informed of all internet servers and their administrators. Authorisations for authorised persons are granted by the URZ or by the responsible institutions in accordance with these rules. In case of doubt, the Rector's Office shall decide.
The publishing institution, the author or the person responsible for the page with e-mail address and the publication date must be recognisable on each page. Each author is responsible for compliance with the relevant legal provisions and these rules. The publications must not be contrary to the interests of the University.
The author shall indemnify the University against all claims if third parties make a claim for damages, injunctive relief or otherwise against the University due to abusive or unlawful conduct on the part of the author (in particular in matters of copyright). The University will notify the author of the dispute if third parties take legal action against the University.
References to external sites (external links) are subject to the legal provisions and these rules.
3 Authorisations, responsibilities and contents
3.1 Institutions and bodies of Leipzig University
Institutions and bodies of the University are authorised to provide information. Notwithstanding the overall responsibility of the Rectorate, the deans are responsible for the internet presence of their faculty, the respective heads for the presence of central institutions and bodies. The Chancellor is responsible for the internet presence of the Central Administration. The spokesperson of the Student Council is responsible for its website.
The responsible institution and its affiliation to the University of Leipzig must be recognisable on all pages of institutions and bodies of the University of Leipzig. The design constants of the University (see intranet.uni-leipzig.de/rektorat/universitaetskommunikation/medienredaktion/online-redaktion/relaunch/) are to be applied, their use on other pages is excluded.
3.2 Members of the UL
If space on an internet server is made available to members of the University within the framework of technical possibilities for the fulfilment of their tasks in research, teaching and study or for the purpose of training and further education, this space may neither be used for commercial purposes nor may third-party content be stored.
3.3 Institutions or organisations cooperating with the University in research, teaching and studies
The fulfilment of the University's tasks in research, teaching and studies may also be achieved by publishing non-commercially oriented web pages of cooperating academic institutions and organisations under the responsibility of a dean or head of a central institution of the University of Leipzig. On these pages, the responsible cooperating institution of the University must be recognisable in the imprint.
3.4 Student associations with a majority of Leipzig University students as members
The admission of web pages of student associations requires the approval of the Rectorate. No commercial or general political content may be disseminated. Permitted are statements on research, teaching and studies and on the defence against direct attacks on academic and academic freedom at home and abroad.
4 blocking, deletion, sanctions
If the conditions for the presentation of Internet pages as described above are no longer met, approval will be withdrawn and the pages will be deleted. If pages violate laws or these rules or are obviously capable of damaging the reputation of the University, the head of the URZ or the responsible institution will immediately initiate a temporary blocking. The Rector's Board shall decide on the final blocking. Notwithstanding the consequences under civil law in the event of a breach of these rules, both regulatory (§ 72 SächsHG) and criminal, disciplinary and labour law measures may be initiated on the part of the university.
